Pursuant to a legislative requirement, GAO reviewed the National Endowment for Democracy's (NED) efforts to comply with recommendations GAO made in a previous report regarding grant management.

GAO found that the steps NED took to improve its grant management program included: (1) developing a strategic plan to focus on long-term goals and objectives; (2) developing a new annual priorities document; (3) initiating a review of grantees' and foreign subrecipients' compliance with evaluation procedures; (4) creating a new proposal preparation guideline document; (5) providing annual reports to Congress; (6) reviewing and making recommendations on an ongoing basis to a board on financial monitoring; (7) revising grant agreements; (8) increasing grant monitoring time; and (9) requiring grantees and foreign subrecipients to provide more information on key financial controls in quarterly progress reports. GAO also believes that, if NED effectively carries out those actions, NED will improve its planning, evaluation, monitoring, and financial control over grant management.
