Pursuant to a congressional request, GAO examined the Department of Defense's (DOD) progress in designating general/flag joint-duty positions as critical and the criteria DOD used for designating critical positions.

GAO found that DOD: (1) since the enactment of 1986 legislation requiring it to designate general/flag joint-duty positions as critical, made steady progress in revising its joint-duty assignments, with 20 percent of joint-duty assignments designated as critical for fiscal year 1990; (2) planned to reach its goal of designating 50 percent of such assignments as critical by the end of 1994; and (3) established a process for its Joint Chiefs of Staff selection, from joint organizations nominations, critical positions that would benefit most from being filled by joint specialty officers.
