Army Tactical Command and Control System's Schedule and Cost

Pursuant to a congressional request, GAO provided cost and schedule information on the Army Tactical Command and Control System (ATCCS) program.
GAO found that: (1) from October 1989 through December 1990, six of the nine ATCCS segments experienced delays in development and production; (2) 6 of the 9 segments would experience delays in initial operational capability ranging from 1 to 23 months; (3) the segments were in various stages of development and acquisition ranging from concept definition to final fielding; (4) since 1989, consolidated ATCCS costs decreased by $1.5 billion; and (5) the $2.8-billion cost decrease resulted from reduced equipment quantities and uncertain plans for outyear buys for the Single Channel Ground and Airborne Radio System and the $1.3-billion cost increase resulted from revised software cost estimates, hardware and software improvements, and schedule delays. In addition, GAO noted its concerns relating to development, testing, and requirements for three ATCCS segments, the All Source Analysis System, the Maneuver Control System, and Common Hardware and Software.
