Pursuant to a congressional request, GAO provided information on: (1) the Strategic Defense Initiative Organization's (SDIO) reprogramming of appropriated funds; (2) the Department of Energy's (DOE) role in the Strategic Defense Initiative (SDI) Program; and (3) SDI contracting management information and control issues.
GAO found that SDIO: (1) reprogrammed about $93.4 million, or 1.3 percent, of its $7,388.2 million fiscal year (FY) 1984 through 1987 appropriations; (2) complied with applicable laws and guidance in all reprogramming actions; (3) received congressional approval to reprogram $2.91 million in military construction appropriations; and (4) is responsible for providing guidance to DOE research efforts. GAO also found that DOE: (1) supported SDI by directly funding nuclear research programs on nuclear directed energy weapons and space nuclear power; (2) performed nonnuclear SDI research mainly in support of directed-energy weapons; and (3) received about $750.6 million for SDI nuclear and nonnuclear research in FY 1987.
