In response to a congressional request, GAO reviewed the Army's Forward Area Air Defense Command, Control and Intelligence System (FAAD C2I) focusing on the system's cost, schedule and performance, and the Army's 1988 budget request.
GAO found that: (1) the Army underestimated program costs by about $3.2 billion because it did not include costs related to the Army National Guard, corps missile battalions, and war reserves; (2) although projected delays in acquiring computer software and hardware could delay the system's acquisition and fielding schedule, the Army did not defer the contracts for the second phase of development; (3) the Army plans to deploy the initial FAAD C2I system without an aerial sensor or certain aircraft identification features; and (4) the Army may not need $93.2 million of its $207.8 million fiscal year (FY) 1988 funding request because of the projected schedule delays.
