GAO provided a supplement to its report on the defense acquisition work force. GAO discussed the role of the program manager and contracting officer in developing the Navy Sea Lance Antisubmarine Standoff Weapon program's acquisition strategy.
GAO found that: (1) the program manager had the lead role in developing the acquisition strategy; (2) the contracting officer designed the initial competitive approach and was an influential advisor to the program manager; and (3) although the Navy approved the strategy, it decided to award only one contract instead of two.
