Analysis of HARM Procurement Strategies

In response to a congressional request, GAO analyzed proposed Department of Defense (DOD) procurement strategies for the High Speed Anti-Radiation Missile (HARM) program. GAO commented on a recently proposed DOD strategy which defers competition for the missile until a low-cost seeker is developed.
GAO believes that the DOD proposal will have little impact on reducing the overall cost of the HARM program because the proposed seeker will probably not be available until after most missiles are scheduled to be procured. Further, it is not clear whether the strategy will expand the mobilization base as effectively as the Navy's two-source strategy.
