GAO reviewed the Navy's management of its intermediate-level maintenance for the MK-46 torpedo as part of the ongoing GAO effort to evaluate military equipment maintenance programs and procedures.
GAO found that the Navy is completing the intermediate maintenance necessary to meet the fleet's training and readiness requirements for the MK-46 torpedo. However, GAO could not adequately evaluate the Navy's efficiency in performing this maintenance because the Navy has not collected consistent workload and maintenance performance information.
Recommendations for Executive Action
Status: Closed - Implemented
Comments: The Navy has adopted standardized definitions in the MK-46 Maintenance Technical Manual.
Recommendation: The Commander, Naval Sea Systems Command, should ensure that MK-46 maintenance managers standardize the definitions used by the maintenance activities in reporting units of torpedo maintenance work completed.
Agency Affected: Department of Defense: Department of the Navy: Naval Sea Systems Command
Status: Closed - Implemented
Comments: For each major work increment a man-hour norm has been established and each maintenance activities production will be compared against this norm.
Recommendation: The Commander, Naval Sea Systems Command, should ensure that MK-46 maintenance managers collect and evaluate uniform performance information from all maintenance activities to improve productivity.
Agency Affected: Department of Defense: Department of the Navy: Naval Sea Systems Command
Status: Closed - Not Implemented
Comments: In February 1984, the Navy notified GAO that it had developed a computer program to accomplish this recommendation.
Recommendation: The Commander, Naval Sea Systems Command, should ensure that MK-46 maintenance managers quantify torpedo maintenance workload and capacity based on all required tasks to ensure that the workload and capacity match is optimized considering both readiness and economic factors.
Agency Affected: Department of Defense: Department of the Navy: Naval Sea Systems Command
