A review of the management of recoverable material at the San Antonio Air Logistics Center revealed that items with only appearance blemishes but still serviceable were reclassified as unserviceable, requiring disposal or repair. Stringent inspection criteria for shipments to foreign countries were interpreted as requiring a like-new condition. Items rejected for these shipments were incorrectly classified as unserviceable in spite of their suitability for Air Force use. Other centers did not reclassify items on this basis. When advised of these findings, the San Antonio Center changed reclassification procedures to require thorough inspection and authentication by supervisory personnel.
