Pursuant to a congressional request, GAO reported on the Legal Services Corporation's (LSC) September 30, 1984, grant awards to establish three new national support centers.

GAO found that, although LSC is required to publicly announce its intention to award a grant before the award, it failed to do so until after the award. GAO also found that, contrary to previous LSC practices, the corporation did not conduct a needs assessment study of the centers. LSC funded the grants from budget categories unrelated to national support centers to reduce its projected yearend carryover funds, even though LSC is not required to spend its appropriated funds by the end of the fiscal year.
