Social Security Administration Employees Detailed or Assigned to Non-Social Security Offices

The head of an executive department may detail employees among its bureaus and offices, except employees required by law to perform specific work. The work performed by 20 Social Security Administration (SSA) employees detailed or assigned to non-social security offices was investigated to determine whether their salaries were reimbursed to the trust fund.
Of the 20 employees, 15 were working in either finance or personnel in HEW's Atlanta and San Francisco Regional Offices. None of the five employees detailed outside of SSA were performing social-security-related work, nor were their salaries reimbursed to the trust fund. Despite the nature of the work performed, SSA employees may be detailed within HEW or to other executive departments on a nonreimbursable basis. There is no general statutory or administrative authority for nonreimbursable interdepartmental details of personnel. There appears to be no legal basis precluding SSA from allowing nonreimbursable intradepartmental or interdepartmental details.
