Pursuant to a legislative requirement, GAO reviewed several actions taken by the Director of the Office of Management and Budget (OMB) to comply with the Department of Veterans Affairs' (VA) appropriation legislation. GAO noted that: (1) the OMB Director authorized VA to employ the number of medical employees for the three medical accounts budgeted, provided VA with funds appropriated for these employees, and certified these actions within 30 days after the appropriation law was signed; (2) the OMB Director provided written certification that it authorized VA to employ 205,649 full-time-equivalent employees (FTE) for the three medical accounts; (3) OMB authorized 93 fewer FTE than the VA 1995 budget submission estimate; (4) VA agrees with the OMB fiscal year 1995 FTE authorization for the three medical accounts; and (5) the OMB Director substantially complied with the applicable legislative requirements.
