Pursuant to a congressional request, GAO provided information on the District of Columbia's programs that are under court supervision. GAO noted that: (1) it could not obtain all of the statistical information necessary to provide a full overview of the District programs affected by judicial actions, since the District does not maintain legal records in a manner that permits the aggregation of specific types of judicial actions; (2) the District's corrections, fire, human services, education, public works, and public and assisted housing agencies have been affected by judicial actions; (3) judicial actions have affected a significant number of full-time equivalent positions in these agencies; and (4) although special officers and court-appointed monitors have limited authority, these officials can affect the District's ability to manage its operations.
