Agencies' FY 1987 Consulting Services Obligations at Specified Reduction Levels

Pursuant to a congressional request, GAO provided information regarding the effect of specified budget reductions on federal agencies' consulting services obligations for fiscal year (FY) 1987, as based on procurement categories which identify expenditures for consulting services.
GAO found that: (1) a 15-percent budget reduction on four procurement categories solely involved with consulting services would decrease the FY 1987 obligations from about $4.14 billion to $3.5 billion; (2) a 5-percent budget reduction on seven procurement categories identified as possibly involving consulting services would decrease the FY 1987 obligations from about $16.76 billion to $15.9 billion; (3) both reductions would decrease total obligations from $20.9 billion to $19.44 billion; and (4) both reductions would decrease defense and military construction obligations, which constituted the largest share of all obligations, from about $18.75 billion to $17.53 billion.
