In response to a congressional request, GAO reviewed plans by the District of Columbia to spend about $12 million to improve the District's correctional facilities in Lorton, Virginia.

GAO determined that Lorton prison capacity has increased about 31 percent since 1973 and that the District's Department of Corrections plans to further expand capacity by about 880 spaces by 1986. Appropriations and other actions have made about $32.4 million available for capital improvements at Lorton since 1977. Of the $12 million requested in the fiscal year 1984 budget, about $6.9 million is for projects not required by court order, but two projects comprise part of the District's plan to satisfy a court order relative to overcrowding at the Central Detention Facility.
