The Works Progress Administration requests the decision of the Comptroller General as whether or not appropriated funds from the Interior Department Appropriation Act of 1939 can be used for investigational work for water conservation and utility projects.

The Comptroller General advises that the appropriation for the construction of water conservation and utility projects, as stated in the Department letter, not being available for investigations, surveys or studies in connection with projects contemplated thereunder, allocations by the President for such purposes without reference to the particular project or projects proposed to be constructed would not be authorized.
