The Assistant Secretary of the Interior requested that GAO determine if funds for Bureau of Reclamation projects made available through a supplemental appropriation act could be applied to continuing contracts following the exhaustion of previously appropriated funds. Specifically, the request focused on applying funds to payment of earnings for work performed under continuing contracts.

GAO determined that since the continuing contracts had been previously authorized by law, there was nothing to preclude payment for work performed during the period when previously available funds for the projects had been exhausted and the Supplemental Appropriation Act was approved.
