The following report discusses the consideration of a supplemental estimate of appropriations for the Post Office Department as discussed by representatives of the Subcommittee on Deficiencies, Committee on Appropriations, the Post Office Department, the Bureau of the Budget, and the General Accounting Office and some problems arising in connection with the administration of the Antideficiency Act. The Subcommittee desires recommendations (1) as to what can be done to control the use of appropriations so as to prevent the incurring of obligations at a rate which will lead to deficiency of supplemental appropriations or to curtailment of necessary activities if such appropriations are not made; and (2) to fix responsibility on those officers of the Government who incur deficiencies or obligate appropriations without proper authorization, or at an excessive rate.
