A Congressman requested GAO's opinion regarding the possibility of a refund for the down payment of a boat purchased from the Maritime Commission. Mr. Frank Sciarine was informed that he was the successful bidder for the boat, and subsequently forwarded his check for $700 to the Commission. Upon seeing the boat for the first time, he found it was in bad condition and felt that the amount of repairs needed made the cost out of proportion.

GAO found that any inquiry relative to such sale, or any claim for refund of the amount paid properly should be presented to the United States Maritime Commission.
