Voucher for Film Rental for Entertainment of Government Employees

The Authorized Certifying Officer of the Bonneville Power Administration requested GAO's opinion as to whether he may certify for payment a voucher for the rental of a 16mm film program procured for the entertainment of Government employees stationed at the Bonneville Power Administration's Midway, Washington substation. The officer notes that since Midway has no permanent population, there are also no facilities for recreation and entertainment, and the nearest such facilities are an inconvenient 35 miles away. The officer also notes that the lack of recreational facilities contributes adversely to the employee morale situation and makes recruitment of employees for this location extremely difficult.
GAO found that since there is nothing in the appropriation or in the basic statute creating the Bonneville Power Administration which reasonably may be construed as making the appropriation available for the furnishing of entertainment facilities to its employees, there would appear to be no sound basis for departing from the rule of that decision and, such being the case, it must be held that an expenditure of the nature here involved is not authorized.
