Highlights

The District of Columbia Courts (Courts) may not pay settlements and judgments from the funds that Congress has appropriated for its operating expenses unless Congress specifically authorizes such payments. Congress appropriates money to the District specifically for the payment of settlements and judgments incurred by the District government. The District must use this appropriation for payments of settlements and judgments of the Courts unless specifically allowed otherwise by law.
