A firm protested a Defense Logistics Agency (DLA) contract award for security and armed guard services, contending that DLA improperly awarded the contract to another firm based on lower cost and not on a comparative evaluation of the proposals. GAO found that the solicitation did not include technical evaluation factors, but instead stated that award would be based up on a proposal meeting all terms and conditions of the solicitation. Accordingly, the protest was denied.
