A firm protested a solicitation issued by the Department of the Army for asbestos abatement, contending that the Army's determination that the protester was a nonresponsible offerer and the subsequent cancellation of the solicitation was improper. GAO found that because the contracting officer previously determined that the protester is not responsible and the Small Business Administration declined to issue a certificate of competency, the contracting officer is not required to again review the protester's responsibility because the protester does not present new information on this subject. Accordingly, the protest was denied.
