Two firms protested a National Aeronautics and Space Administration (NASA) contract award for engineering services, contending that NASA improperly evaluated their proposals. GAO held that NASA reasonably determined that both protesters had significantly overstaffed their response to the sample task order used in the evaluations, and the proposed level of effort significantly exceeded that assumed in NASA's in-house estimate and by other bidders. Accordingly, the protests were denied.
