A firm protested an Army solicitation for ocean and intermodal transportation services, contending that the solicitation imposed an unnecessarily restrictive transit time requirement. GAO held that the protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest was sustained. Accordingly, the protest was dismissed.
