A firm protested a Federal Prison Industries (UNICOR) contract award for the purchase of various sizes of bleached white sheeting material for the manufacture of sheets, pillowcases, and napkins, contending that UNICOR: (1) improperly evaluated its past performance; (2) improperly evaluated its price by considering the total prices for the base and option years; and (3) should have rejected the awardee's proposal because the awardee lacked the financial capacity to perform and could not meet the solicitation requirement to provide domestic goods. GAO held that the protester did not establish a valid basis for challenging UNICOR's action under bid protest regulations. Accordingly, the protest was dismissed.
