A firm protested an Army solicitation for meals and lodging, contending that the solicitation should have been an invitation for bids rather than a request for proposals. GAO held that the protester was not sufficiently interested to protest the solicitation, since it did not have a direct economic interest in the procurement. Accordingly, the protest was dismissed.
