A firm protested a Navy solicitation for lodging and meal services, contending that the solicitation should have been an invitation for bids rather than a request for proposals. GAO held that the protester was not sufficiently interested to protest the solicitation, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
