A firm protested a Defense Commissary Agency contract award. GAO held that the protester was not sufficiently interested to protest the award because it: (1) did not have a direct economic interest in the procurement; and (2) failed to challenge the eligibility of the intervening bidders. Accordingly, the protest was dismissed.
