A firm protested an Air Force contract award, contending that the: (1) awardee's bid price was too low; and (2) Air Force failed to perform a price reasonableness analysis. GAO held that: (1) it would not review the affirmative responsibility determination, since the protester failed to provide evidence of fraud or bad faith or that the Air Force misapplied definitive responsibility criteria; and (2) the Air Force was not required to reject the awardee's below cost bid. Accordingly, the protest was dismissed.
