A foundation requested an opinion on whether it could use State Department general support grant funds to match grants from the Agency for International Development and the U.S. Information Agency. GAO held that the foundation could not use its State Department general support grant funds to meet cost-sharing requirements, since the foundation does not have requisite authority to exempt its general support grant from the general rules regarding federal grants.
