A firm protested an Army contract award, contending that the Small Business Administration (SBA) improperly denied it a certificate of competency. GAO held that it would not consider the protest, since: (1) SBA had sole jurisdiction to determined the protester's responsibility; and (2) the protester failed to present any evidence that SBA or the Army acted in bad faith. Accordingly, the protest was dismissed.
