[Protests of Army Missile Command Contract Award for Maintenance Support Services]

A firm protested an Army Missile Command contract award for maintenance support services, contending that the Army improperly: (1) conducted unfair and unequal discussions; and (2) helped the awardee improve its proposal. GAO held that the protester untimely filed its protests more than 14 days after it learned the basis for protest. Accordingly, the protests were dismissed.
