A firm protested an Army contract award, contending that the awardee: (1) failed to include all the required costs in its bid; and (2) had a poor performance record. GAO held that it would not review the Army's affirmative responsibility determination, since there was no evidence of fraud or bad faith. Accordingly, the protest was dismissed.
