A firm protested a Bureau of Prison (BOP) contract award, contending that BOP violated procurement regulations when it did not respond to its Freedom of Information request within 30 days. GAO held that: (1) the protester did not state a valid basis for protest; and (2) it had no authority regarding the release of documents in BOP possession. Accordingly, the protest was dismissed.
