[Protest of DOE Bid Rejection]

A firm protested the Department of Energy's (DOE) rejection of its bid, contending that DOE was actively involved in the management and operating contractor procurement. GAO held that it would not consider the protest, since: (1) DOE was not sufficiently involved in the subcontract award process; and (2) it did not have jurisdiction over procurements by prime contractors. Accordingly, the protest was dismissed.
