A firm protested a Bureau of Prisons (BOP) contract award for prison architect-engineering services, contending that BOP unreasonably evaluated the awardee's technical proposal. GAO held that the protester was not sufficiently interested to protest the BOP selection decision, since it: (1) was the fourth ranked bidder; and (2) did not challenge the evaluation of the two intervening bids. Accordingly, the protest was dismissed.
