[Protest of Navy Contract Award for Gas Analyzers]

A firm protested a Navy contract award for gas analyzers, contending that the: (1) Navy improperly rejected its bid as technically unacceptable; and (2) solicitation specifications unduly restricted competition. GAO held that the protester untimely filed: (1) its protest regarding the rejection of its bid more than 10 days after it knew the basis of protest; and (2) after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
