A firm protested a Department of Veterans Affairs (VA) contract award, contending that the awardee's bid price was unreasonably low and would not cover all contract costs. GAO held that: (1) VA reasonably determined that the awardee could perform the work at its proposed price; and (2) it would not review the affirmative responsibility determination absent evidence that VA acted in bad faith or misapplied definitive responsibility criteria. Accordingly, the protest was dismissed.
