A firm protested an Army contract award under a small, disadvantaged business set-aside, contending that: (1) the Army improperly favored the awardee; and (2) there were numerous procurement improprieties. GAO held that the protester was not sufficiently interested to protest the award, since it was not a small, disadvantaged business. Accordingly, the protest was dismissed.
