A firm requested reconsideration of its dismissed protest of a Department of Energy (DOE) subcontract award. GAO had held that the protest was only subject to review at the request of DOE. In its request for reconsideration, the protester contended that the procurement was within GAO jurisdictional authority. GAO held that the protest was not subject to GAO review, since the prime contractor was neither a federal agency nor an agency of the government other than a federal agency. Accordingly, the request for reconsideration was denied.
