[Protest of Navy Exercise of Contract Option]

A firm protested the Navy's determination to exercise a contract option, contending that the Navy improperly allowed a large business to continue contract performance under the small business set-aside. GAO held that the protester had no legal basis to protest the Navy's actions, since there was no requirement that the contractor retain its small business status throughout contract performance.
