A firm protested a Defense Logistics Agency contract award, contending that the awardee did not possess the appropriate permit to perform the contract. GAO held that it would not review the awardee's affirmative responsibility determination, since the protester could not provide evidence of fraud or bad faith. Accordingly, the protest was dismissed.
