A firm protested a Navy contract award for emergency and primary health care services, contending that an ambiguity in the solicitation resulted in a flawed technical bid evaluation. GAO held that the protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
