A firm protested a Department of Veterans Affairs solicitation, contending that the solicitation contained restrictive specifications. GAO held that the: (1) alleged impropriety was evident from the face of the bid and should have been protested prior to bid opening; and (2) protester untimely filed its protest after bid opening. Accordingly, the protest was dismissed.
