A firm protested a General Services Administration contract award for modified vans, contending that the awardee's bid: (1) did not comply with the solicitation requirements; and (2) was based on information that was not disclosed to the other bidders. GAO held that the protester: (1) untimely filed its Freedom of Information Act request more than 7 weeks after being notified of the award; and (2) did not diligently pursue information to establish its basis of protest. Accordingly, the protest was dismissed.
