A Federal Communications Commission (FCC) official requested a decision on whether FCC could use its salary and expenses appropriation to pay for refreshments and meals at FCC events. GAO held that FCC: (1) may not use the appropriation to pay for meals and refreshments provided to government employees and contractors; and (2) may use its reception and representation appropriation to offset the event's costs. Accordingly, the request was denied.
