A firm protested a Navy contract award for computer operations support, contending that the Navy improperly made award to the awardee, since the awardee failed to submit resumes for all its proposed personnel. GAO held that the: (1) protester untimely filed its protest more than 10 days after it knew the basis of protest; and (2) solicitation did not require bidders to provide personnel resumes for the option period. Accordingly, the protest was dismissed.
