A firm protested a General Services Administration contract award, contending that the awardee did not provide certain information required by the solicitation and therefore its bid should have been found nonresponsive. GAO held that the: (1) protest involved a matter of bidder responsibility which it would not review; (2) awardee could satisfy the requirements any time prior to award; and (3) protester had no valid basis for protest. Accordingly, the protest was dismissed.
