A firm protested an Environmental Protection Agency (EPA) contract award, contending that: (1) the awardee was not responsible; and (2) EPA failed to adequately evaluate the awardee's price proposal. GAO held that the protester: (1) did not provide a valid basis of protest; and (2) untimely filed its protest more than 10 days after it knew its basis of protest. Accordingly, the protest was dismissed.
